Update to pane header to include dropdown menu for notice templates

Given settings for patron notices
When editing an individual patron notice template
Then pane header should include a dropdown menu with the options to Delete and Cancel (cancelling the changes/edit).

NOTES:

1. Delete is currently a button at the bottom of the screen. This delete button should be removed once the pane header option is available.
2. Please see https://github.com/folio-org/stripes-components/blob/master/lib/Pane/readme.md#pane-action-menu for reference.
3. This is already implemented correctly for patron notice policies.
