Permission "Check Out: View Fees/Fines" does not function as expected

The permission "Check Out: View Fees/Fines" does not work. I cannot find any jiras indicating how it was originally spec'd out, so I don't know when it was added.

I suspect the intention here is to allow a patron who only has access to the Check Out app, and does not have access to the Users app, to see a patron's fee/fines. That way, if they are providing Check Out services and they see the patron has fines, they can click on the fine amount to open the patron's fines in Users without getting direct access to the rest of the app.

This demo clip is on Snapshot, from 6-17-2021. The user I'm logged in has two permissions: "Check Out: All Permissions" and "Check Out: "View Fees/Fines". You can see that the Check Out app shows the amount of fines, and you can click on it, but then it goes into the Users app and the screen is empty.

ETA: Based on conversations with Prokopovych POs, it's clear that these permissions were added in Iris, though we still cannot find the originating Jiras to understand how they were defined.

On FOLIO-honeysuckle, if you log in as diku_admin and go to Checkout and look up a patron with fees/fines, you get the amount of the fees/fines displayed as a link, and the link takes you into the Users app to view their fees/fines.

If you are on folio-honeysuckle as a user who ONLY has "Check Out: All Permissions," you get the amount of fee/fines, and a link, but the link presents a blank page.

If you are on folio-iris, and you have "Check Out: All Permissions" and you DON'T have "Check Out: View Fees/Fines," then you get the amount of fee/fine, but no link.
