Check out items with the item status recently returned

Purpose: Ensure that items with the item status recently returned can be checked out to patrons.

1. Scenario
   • Given an item with the item status recently returned, and a staff user with permissions to check out circulating items
   • When the staff user scans the item in the Check Out app to check it out to a patron
   • Then allow the check out
