Permissions set "Check in: All permissions" does not contain all permissions for checking in an overdue item (was originally titled "Fee/fine permissions too permissive)

Overview:

When an item is checked out, then allowed to go overdue, upon check-in we get “Access requires permission: lost-item-fees-policies.collection.get”.  Please note that this does not happen if the item is overdue.  We are using permissions Check in: All permissions and Check out: All permissions.  The only way to avoid is to either give the very permissive “Settings (Circ): Can create, edit and remove lost item fee policies” or the hidden “Lost-item-fees-policies collection get”.
