{{requester.country}} token not populating for delivery request staff slips

Steps to repro:

1. Log into folio-snapshot
2. Create a Delivery requests staff slip that uses this token: requester.country
3. Create a delivery request for a user and select the address (address should have the country specified)
4. Now check that item in at any service point

Expected: Delivery request slip should be printable and the requester.country should populated with the country data for the selected address (comes from the user record)

Actual: requester.country doesn't populate.
