"500 Error" is appeared when user entered invalid date in the Valid To field

Precondition:

1. Snapshot env is opened
2. User is authorized 
3. Apps is clicked
4. Calendar is selected in the Settings
5. Devtools is opened
6. Console is selected

Steps to Reproduce:

1. Click on the Library Hours
2. Select Circ Deck1  
3. Click on the New button
4. Click on the date picker button in the Valid From field
5. Enter some date (ex. 06/12/2021)
6. Click on the date picker field  in the Valid To 
7. Select some date (ex. 07/12/)
8. Enter some text in the Name filed (ex. test)
9. Select library opening hours 
10. Click on the Save&close button 
11.  Repeat 2-10 steps for Circ Desk2 and Online in the Library Hours 

Expected Results: Error is not appeared when user entered invalid date in the Valid To field
Actual Results: "500 Error" is appeared when user entered invalid date in the Valid To field

Notice:

If entered some date (ex. 06/05/) in the Valid From field and selected some date (07/12/2021) in the Valid To then we will see 422 Error.
