Description
Purpose: to prevent the escalation of permissions via acquisitions unit assignment
Note: There must be a FOLIO user permission for managing acquisitions unit assignments
Acceptance criteria:
Given a user can manage acquisition unit assignments 
When editing a record that has acquisition unit assignments
Then the user is able to select or unselect Acquisition units
AND they see ALL Acquisition units in the list
Given a user can NOT manage acquisition unit assignments
When editing a record
Then they can see acquisitions units
AND NOT edit the Acquisition units field
