Resizing panes causes action button to disappear in settings

Overview: When in an area of the Settings app with 4 panes (e.g. circulation settings or locations), resizing the second pane causes the actions button to disappear from the fourth pane.

Steps to Reproduce:

1. Log into https://folio-snapshot.dev.folio.org/ as diku_admin
2. Open the Settings app.
3. Click on Circulation > Loan policies > Example Loan Policy
4. Drag the right side of the second pane left to make the second pane smaller.

Expected Results: The second pane is smaller with no impact on other panes except to make them larger.

Actual Results: Dead space encroachers on the right side of the fourth pane, causing the Actions button to disappear.

Additional Information: Wellesley College reported this behavior in their pre-live environment (Juniper HF4), but I have reproduced in other environments, including snapshot. Wellesley reports that this behavior has been witnessed in the Organizations app after originating in Settings, as well. I have not been able to reproduce this, but will attach screenshots demonstrating the behavior.
