Change the True Name of this package

At present, stripes-smart-components/package.json says:

  "name": "@folio/util-notes"

Rather than

  "name": "@folio/stripes-smart-components"

This schizophrenic naming has consequences beyond the inevitable confusion – for example, yarn link simply doesn't work for accessing the module by its correct name.

Is there any reason why things are this way? Can we fix it?
