'Success toast' does not appear when adding or updating Lost Item Fee Policy

Overview:
Success toast appears when deleting an Lost Item Fee Policy, but not when adding a new one or updating an existing one.

Steps to Reproduce:

1. https://bugfest-goldenrod.folio.ebsco.com/
2. Go to Settings>User>Fee/fine: Lost item fee policy
3. Add a new Lost item fee policy
4. A Success toast should appear
5. Edit the new Lost item fee policy and save the changes
6. A Success toast should appear
7. Delete the new Lost item fee policy
8. A Success toast does appear

Expected Results:
Success toast does appear when new Lost item fee policy is added
Success toast does appear when new Lost item fee policy is updated
Success toast does appear when new Lost item fee policy is deleted

Actual Results:
No Success toast appears when new Lost item fee policy is added
No Success toast appears when new Lost item fee policy is updated
Success toast does appear when new Lost item fee policy is deleted
