Custom Fields | Unable to create additional custom fields

1. using snapshot AND logging in as diku_admin
2. Go to Users > Custom Fields
3. Create a custom field
4. Create another custom field
5. Actual outcome: Unable to edit field label, help text, options label, option default. In other words, unable to create another custom field.
6. Expected outcome: Able to edit field label, help text, options label, option default. In other words, able to create another custom field.
