Create/Edit/View Note record now has a random section

I believe this is related to PR https://github.com/folio-org/stripes-components/pull/1153

Steps to reproduce

1. Create/Edit/View a Note
2. see the issue highlighted with the red rectangle

Resolution - make the background white or get rid of it.

• there shouldn't be a pane header there afaik. Normally, you would only have one pane header per pane
• It's not currently possible to apply styles to a PaneHeader. Which makes it hard for developers to remove or add a white BG for the pane header. I will submit a PR that allows for adding a CSS class for a pane header
