Controlled Vocab CRUD: Correct field alignment when an inline error displays

    Description

      Overview: Displaying an error inline causes the textbox to move up thus resulting in a disjointed user experience. See screenshot.

      Steps to Reproduce:

      1. Log into http://folio-snapshot.aws.indexdata.com as diku_admin
      2. Go to Settings > Inventory > Holdings, Holdings type, and Settings > Inventory > Instance, Holdings, Item > Call number type and more (basically anywhere the controlled vocab CRUD component is used in both Inventory / Tenants/ User settings.
      3. Click New
      4. Do not enter any characters
      5. Hit save
      6. Notice textbox jumps up to support the display of inline error messaging

      Expected Results:

      • Textbox should stay in position when an inline message displays

      Verify
      Ensure that this work applies to all fields that does not allow duplicates in the following Settings areas:
      – Users
      – Inventory
      – Circulation
      – Tenant > Location setup > Institution
