Items on all settings pages managed by ControlledVocabulary are not sorted. See e.g. Settings > Inventory > Formats, or Settings > Users > Patron groups.
It used to be the case that if a query referred to a non-existent index that the index would be ignored; now it results in an exception. The ControlledVocabulary component makes the assumption that all items have a name index, which turns out to be incorrect in the case of Settings > Users > Patron groups. This results in that pages failing to display anything at all, which causes lots of tests to fail.
Clearly, we need to fix ControlledVocabulary so it accepts a sortby-prop to override the default value, but that's a bigger change. Removing the sort clause gets us back to 100% passing tests, and that seemed the expedient thing to do.
