Description
Implement a component for reading configuration values from mod-configuration so we can centralize the handling of tenant-level and user-level values. Maybe something like ConfigReader which is a thin wrapper around a connected component with methods forTenant(module, configName?, code?) and forUser(module, configName?, code?, userId?).
Wrapping a connected component rather than accepting resources via props in the top-level component allows us to centralize the most information because it also pulls the query out of the manifests of components using this one.
