ControlledVocab should have a default way of disabling edit/delete on certain records

Some forthcoming ControlledVocab pages are going to have terms that shouldn't be configurable via the front-end. Such terms would be things like RDA Content Types or RDA Contributor Types which are mentioned in UIIN-150, UIIN-151 and UIIN-152.

Those settings pages shouldn't have to implement their own action suppression logic and it should be managed in a more generic and uniform way via ControlledVocab.
