Steps to Reproduce:

1. Log into some FOLIO environment as User X
2. open settings app
3. open create template notice
4. click create button

Expected Results: the pane with fields related to creation of notice template is opened
Actual Results: the something went wrong is shown.  

Error: SyntaxError: Failed to execute 'querySelector' on 'Document': '#06826523-dda2-420a-b87f-672392cc9f01' is not a valid selector.
