Keyboard Navigation: Create new record: Initial focus should be on pane header or first field/accordion

Currently, when a user clicks/hits a button to create a new record, the initial focus is outside of the record.

Requirement: Ensure initial focus is in the record. Ideally the focus should be on the first form field.

Verify

• When user hits New button
• When user of the Users app hits any button that triggers creating a new record (i.e. Create request OR patron block)
• When user creates a new note under the Notes accordion
• When user creates a new agreement under Agreements accordion
