Diku_admin Doesn't Have Permissions in Users

Overview: In the http://folio-uidemo.aws.indexdata.com/ environment, diku_admin currently lacks a number of user permissions

Steps to repro:

1. Log into test site as diku_admin
2. Go to Users app

Expected: Should be able to select a user and view details, edit users and create new users. Basically, should have super user access.

Actual: Get permission error when selecting a user to view, edit icon is missing as is the Create new button.
