Overview: When logging in with permissions that should give me access to the Users app, I am getting Fetch errors

Steps to Repro:

Log into http://folio-uidemo.aws.indexdata.com/ as a user with permission: Users: Can create new user
Go to Users

Expected Results: Should be able to view and edit all users plus create new users per ~~LIBAPP-146~~.

Actual Results:

Getting two errors:
- Error fetch on 'users' AND
- Error fetch on 'patronGroups'
Can only see own user in the search results
