Permissions: Only Defined Permissions Should Display in the Permissions Menu

Overview: The permissions menu is cluttered with many more permissions than should actually display. Let's get them out.

Steps to Repro:

1. Log into http://folio-uidemo.aws.indexdata.com/ as diku_admin
2. Go to Users
3. Select any user and open the Permissions menu

Expected Results: Only the following permissions should display:

• Can View User Profile: Basic Fields (from LIBAPP-149)
• Can Edit User Profile (from LIBAPP-138)
• Can Create New User (from LIBAPP-146)
• Can Assign and Unassign Permissions to Users (from LIBAPP-148)

Actual Results: There are far more permissions in the menu
