Permission: "Settings (My profile): Can change your local password" does not work

1. Go to https://bugfest-juniper.folio.ebsco.com/
2. login with user: quickmarc and password: F0!io2021
3. This user has the permission "Settings (My profile): Can change your local password" assigned
4. Go to Settings > My Profile
5. Click on Person icon

Expected outcome: Ability to change your password

Actual outcome: No way to change your password
