Settings should be in alphabetical order

Overview: The list of settings need to be in a predictable order

Steps to Reproduce:

1. Log into FOLIO-snapshot-stable as diku_admin
2. Click on Settings
3. Look at the list of settings

Expected Results: They should be in alphabetical order, by the localized language

Actual Results: They're not

NOTE If this bug fix needs to be broken down into smaller pieces, then 1) put them in order alphabetically by the default language first (US English) and 2) then build in re-alphabetizing by locale language in the future. Let me know if this second part should be broken out as a separate bug.
