The anointed resource is not being correctly set from the URL

    Description

      As discussed in the comments to STSMACOM-50 and UISE-57, the value of the anointed resource is not getting set from the URL when an application starts. We are at present kludging around this in some cases by explicitly providing an initialValue for that resource, but this is an inelegant work-around. We will remove those initialValue settings as soon as this is fixed.

      Assigned to zburke for now, as he is already working on this. @jeremy may have light to shed on it, as the anointed-resource code is originally his.
