Move FOLIO Versions Page (AKA "About") Into Settings > System Information

Purpose: We are getting rid of the FOLIO name and logo in the top nav (this is part of STCOR-121) so we need to move the About page somewhere.

Acceptance criteria:

• 2 sections should be created for the main settings menu: Settings and System information
• All existing settings pages should be listed under the Settings section header
• The page previously known as "about" will be moved under System information and called "Software versions"

Out of scope:

• We plan to have a simple "About FOLIO" page under System information, as well. This page will likely have just the high-level version info, plus a link to "Report an issue" in JIRA plus legal and licensing info. A separate story will be written for that.
