    Description

      When scaling cached paneset layouts due to a different container(window) size, our history has been
      a) not scaling at all if any percentage-based widths were found
      b) scaling all of the widths anyways

      Now we need to just scale the px-based widths and leave all of the percentage-based widths alone.
