Description

Summary: Popper exports AVAILABLE_PLACEMENTS, but this is not exported at the top level. It should be, perhaps as POPPER_PLACEMENTS or POPPER_AVAILABLE_PLACEMENTS.

Additional TO DO: Fix imports in applications once this story is complete. May need to create additional user stories and assign to applicable development teams.
