move moment to peerDependencies

Description: Move moment from a regular dep to a peer- and dev-dep.

Details: As noted at STRIPES-635, moment was added as a direct dep, along with a resolutions entry, to platform-core and platform-complete snapshot branches in June 2020 for the @folio/stripes v4.0.0 (Goldenrod) release in order to allow apps to receive moment as a peer-dep. Most apps didn't have time to update their dependency rules for moment at that time, but the resolutions entry made it a de-facto peer-dep.
