Create a <Link> component

We need to change the interaction styles of links rendered in all FOLIO applications.

If we choose to restyle the default anchor tags, we will end up with a lot of CSS resets across existing components that render an anchor tag.

Instead, we will create a <Link> component that can be used to render basic HTML links or react-router links. The component will be a drop-in replacement for any native anchor tags or react-router links.

The new component will have the new and improved hover-, active- and focus-styles and will be tested and adjusted for different purposes – such as rendering app icon's with links attached or rendering links inside a MultiColumnList.
