Handle the distance to the the tooltip message

Overview:
Comparing the release (e.g. https://folio-release.aws.indexdata.com/ env) and current functionality (e.g. http://folio-snapshot.aws.indexdata.com/ env) of the tooltip component it can be noticed that the distance to the tooltip message has increased. A preliminary investigation shows that this change has occurred in the stripes-core according to the recent changes in the OverlayContainer component.

Steps to Reproduce:

1. Login to the specified environments above FOLIO environment as diku_admin
2. Navigate to the data-import or data-export settings page and click on the info tooltip

Expected Results: the distance from the tooltip button to the tooltip message is about 5px or so (see 'release version.png')
Actual Results: the distance from the tooltip button to the tooltip message is more than 30px (see 'current version.png')
