Hours-only mode for <Timepicker>

If it's easy to do, it would be great to have a <Timepicker noMinutes> property, for when a time-picker is used only to select an hour. (This is how we are using it in ReShare: at the moment we just discard the minutes part, but it would be nicer not to display it.)
