      Step to reproduce:
      1. Open "Check in"
      2. Enter barcode and click "Enter" button
      3. Click on "Timepicker"
      4. Run "axe" (Timepicker should be visible) screenshot attached "Timepicker.JPG"

      Issue description: Ensures every form element has a label
      Element location: #input-item-barcode , #timeDD-timepick-22-hour-input, #timeDD-timepick-22-minute-input
