SPIKE: Local storage HOC/util

Purpose
Folio modules may need to take advantage of saving ui settings in various ways ie: visible columns for a data listing. One way to do this without engaging backend storage is to use local storage within the browser that would persist across sessions and mounts/unmounts of components.
Goal:
Research an effective component/pattern for applying local storage with the initial use case of the show/hide column functionality.
Ideally, the solution would be generic enough to apply to any component/module.
