stripes mod add fails with permission error

      Description

      We used to be able to use `stripes-cli` and just run `stripes mod add` and it would push up a new descriptor without any fuss. but now it's returning permission errors

      Also as a sanity-check I tried doing it as diku_admin on folio-testing as well and no dice. though i wonder whether that’s locked down a bit more?
