CLI support for local backend modules

      Description

      As a follow-up to STCLI-15, introduce support for manipulating module descriptors for back-end development with the goal of being able to wire-up a locally hosted back-end module with an Okapi instance running within the Vagrant box.

      Given the developer:

      • builds module locally
      • hosts module locally

      The CLI will:

      • Read local module descriptor
      • Register module with Okapi in VM

      Open questions:

      • Accessing local module via VM. The VM will need networking adjustments to access local machine
