Check if DB_CONNECTIONRELEASEDELAY is used during upgrades.

And if makes normal slow operations time out (default is 1 minute).

In RMB 29 DB_CONNECTIONRELEASELAY would only close Postgres connections for IDLE connections not in use by any parts of the module
