[PTF] Create new Nolana cluster in US East 1

    Description

      Hi guys, please create new Nolana cluster in US East 1 based on the ncp1 DB snapshot with the Nolana bugfest modules versions.  Please use ptf-kafka-3. 

       

       

      Kapylou you can delete LCP-1 and IMTC clusters to have some space
