Build a large-scale FOLIO in the community's AWS

PTF needs to execute tests against the community's FOLIO environment. Currently this environment does not exist. The deployment topology for this environment needs to be designed first and built out using community's approved technologies.

Technical requirements:

• Environment needs to have a database with storage size for roughly 27 million records across all tables.
• Okapi and the modules containers are highly available, that is, two copies of the modules and three Okapi instances are deployed in different regions.
• 3 Okapi instances are deployed in a cluster
• This FOLIO needs to be able to take on loads of at least 40 requests/second
• This FOLIO needs to be secured and only the Okapi URL is opened to be targeted.
• An automated mechanism to create and tear down of the environment is optional but the ability to deploy this FOLIO repeatedly (manually or automated) is required.
• The ability to enable or disable profiler on certain modules is required (could be done in a separate story)
