Description

Currently module initialization (migration) during install (upgrade) is performed in series.

Invoke tenant operation when all the dependencies are met for prior module upgrades/downgrades during install. Modules that can not be invoked immediately are on-hold until their dependencies are met.

Any performance gains would likely only be visible if the Postgres DB is distributed in some fashion (e.g through sharding).
