Install job status is complete but module stage is still invoke or pending

Overview:
When setting up bugfest q3, we noticed the install job is completed, but individual modules are still in stage like invoke or pending. See attached screenshot.

Steps to Reproduce:

1. Create a q2 env and then upgrade to q3

Expected Results:
Job status is consistent with module stage

Actual Results:
It is not
