writeQueueFull , drainHandler thread blocked

    Description

      When introducing the use of writeQueueFull and drainHandler rather than write with a completion handler, I saw that things started to break in unit tests for okapi-test-module.

      Since we are using writeQueueFull and drainHandler now in Okapi after work in OKAPI-866, this issue could affect us going forward.
