In both folio/stable and folio/testing I see an increasing socket count for mod-authtoken and okapi. For now, I think this is an Okapi bug, because the local address is 9130 which seem to indicate that it is a socket created by Okapi TO mod-authtoken . The mod-authtoken is special in that it is a request-only type of filter.
