Timer stops running for 'notice-session-expiration-by-timeout' after heartbeat timeout

    Description

      Overview:
      Issue is observed in a Morning Glory environment (okapi 4.14.4)

      Environment is running 3 okapi tasks and timers are running without issue

      In the log, we can see messages regarding a timeout heartbeattimeout.txt after which we observe that the timer for `notice-session-expiration-by-timeout` is no longer executing.

      Steps to reproduce are difficult (as scenario observed after a timeout)

      Expected Results:
      notice-session-expiration-by-timeout timer continues to work

      Actual Results:
      notice-session-expiration-by-timeout timer stops working

      Additional Information:
      Worked around issue by bringing count of okapi tasks down from 3 to 1 - after which timers began working again.
      Gradually brought task count back to 3
