Lotus Bugfest differences from clean Lotus deployment: public schema

Overview:

The public schema for the migrated Lotus bugfest deployment has several elements that do not align with a clean Lotus deployment. The differences are:

1. Bugfest deployment contains f_unaccent function that is not present in clean deployment
2. Bugfest deployment contains pg_schema_size function that is not present in clean deployment
3. Bugfest deployment contains check_folio_user_pass_change function that is not present in clean deployment (this one is probably ok)
