Support delegate preflight request

    Description

      While working MODLOGSAML-63, I had to make some changes on Okapi side. Mostly need to pass tenant header, otherwise, the option handler in mod-login-saml will fail because RMB imposes check of tenant header all the time. Rather than making changes to RMB, it is much easier to do it from Okapi side.
