multiple repositories for okapi pull server

In OKAPI-1002 the approach is to keep one pile - one database, one table and add tags to modules.. An alternative solution would be to have multiple repositories for one Okapi instance. There would simply be a way to specify what repo to use when posting a module descriptor.

This would allow multiple repositories to be available and one would choose one at pull.
