Add search API for Authority’s Record

Purpose/Overview:

To be able to create a mapping and search by authority record, it needs to have an API, model, and DTO in mod-search

Requirements/Scope:

1. Add AR model and Dto (simple mapping id, name)
2. Add new SearchResource
3. Extend mod-search.yaml with new API /authorities
4. Add Kafka Handler(separate consumer 1-thread) to receive messages from inventory-storage
5. Add unit/integration tests

Acceptance criteria:

• New API for /authorities is exist
• Unit/Integration tests created
