Item - include circulation notes search in item notes searches

Purpose/Overview:
This is a missed requirement from MSEARCH-158 - the search of item notes should include circulation notes

Requirements/Scope:

1. If the circulation note is mark as staff only, it is included in notes (all) search but is not included in public notes search results
2. if the circulation note is not marked as staff only, it is included in public notes search results
3. the functionality introduced in MSEARCH-158 stays as it is and the user can also search for circulation notes separately

Acceptance criteria:

• Search results of item notes includes circulation notes as well.
