Rancher env setup

Purpose/Overview:
Set up a scratch environment for the team so that we can demo our work, use it for development and acceptance testing.

Approach:

Acceptance criteria:

• Rancher environment for Falcon is setup
• Setup includes inventory storage module, kafka and elasticsearch
