Add FOLIO update date metadata to Address Types

STCOM-228 adds some new features to the various Controlled Vocab settings pages available to users. However, some of the data that should be visible isn't currently available.

The /addresstypes endpoint needs to be updated to return a FOLIO metadata object containing info about what user last updated each address type and when it was updated.

This kind of change was previously made in mod-inventory-storage and the relevant PR is here for reference.
